Monthly fixed cost minimum: Add the three monthly items together and the division carries at least $5,290 per month in fixed program costs, before the 10% partnership fee, consumables and staff wages.

Treatment consumables, injectables, medicines and skincare stock are paid for by the partner practice and sourced through CDSHC or approved suppliers. Structural or compliance works on your premises are also the practice’s responsibility. Funding options on the application: self funded, equipment or business finance, a combination, or to be discussed.

Approved partner practices may receive an area of roughly 3 km in which no other CDSHC partner clinic will open, so each location can build its patient base without competing against the same brand nearby. Subject to location approval, market density, performance and compliance.
5 YEARS

Initial Partnership Term

The partnership runs for an initial five years, with the option of a further five year renewal subject to the agreement and ongoing compliance. Final boundaries and renewal terms are confirmed during partner approval.

Can a GP Practice Add Cosmetic, Skin and Hair Services?

Yes, provided the doctors and nurses delivering them meet the registration, training and scope of practice requirements for each procedure. A general practice already has what the regulations lean on most: registered medical practitioners who can consult, assess and prescribe. The gap is usually procedure specific training, cosmetic specific records and consent processes, and compliant marketing, which is what the program supplies.

What Your Practice Keeps Responsibility For

Your clinicians remain responsible for their own registration, licensing and scope of practice. CDSHC trains your team on its devices, protocols, products and systems, but it does not replace professional obligations.

Medical practitioners follow the Medical Board of Australia's guidelines for registered medical practitioners who perform cosmetic surgery and procedures, in place since 1 July 2023.

Nurses and other registered practitioners follow Ahpra's Guidelines for registered health practitioners who perform non surgical cosmetic procedures, which took effect on 2 September 2025. Registered nurses need at least 12 months of full time equivalent general nursing experience before performing cosmetic injectables.

Prescribing a real time consultation, in person or by video, is required before a cosmetic injectable is prescribed. Prescribing by text, email or online questionnaire is not acceptable practice.

Patients under 18 a mandatory seven day cooling off period applies between the first consultation and any procedure, and cosmetic advertising must not target people under 18.

Advertising Schedule 4 prescription medicines, including botulinum toxin, cannot be advertised to the public. Ahpra's advertising guidelines also ban influencer testimonials.

Do You Need a Licence to Operate Cosmetic Lasers in Your State?

It depends on your state. According to ARPANSA, the cosmetic use of lasers is regulated in Queensland, Tasmania and Western Australia, and the cosmetic use of IPL is regulated only in Tasmania.

Queensland
A possession licence before you buy a laser and a use licence before anyone performs a cosmetic laser service. Apparatus and rooms must be certified under the Radiation Safety Act 1999.
Tasmania
Users of lasers and IPL for cosmetic purposes must be licensed by the Department of Health.
Western Australia
Cosmetic laser use is licensed through the Radiological Council.
NSW, Victoria, SA, ACT, NT
No state specific cosmetic laser licence, although laser safety training is generally expected to meet Australian standards and to obtain insurance.
Confirm current requirements with your state radiation regulator before launch, because each framework sets its own training and supervision rules.

How Does GST Apply to Cosmetic Treatments in a Medical Practice?

Cosmetic treatments are usually taxable. The ATO treats a medical service as GST free when a Medicare benefit is payable. Where no Medicare benefit is payable and the procedure is predominantly for improving appearance, 10% GST applies. Laser hair reduction, cosmetic injectables and skin rejuvenation generally fall into this taxable group.

For a practice opening a cosmetic division, that means separating GST free consultations from taxable cosmetic services in your billing and BAS reporting. Speak with your accountant before launch so the division is set up correctly from the first invoice.
